About Choice Annapolis

In July 2021, The City of Annapolis and the Housing Authority of the City of Annapolis (HACA) partnered to apply for a Choice Neighborhoods Planning Grant from the U.S. Department of Housing and Urban Development (HUD) to redevelop two properties in the HACA portfolio: Eastport Terrace and Harbour House

In November, HUD awarded $450,000 in federal grant funding to begin the development of a comprehensive neighborhood revitalization plan, focused on enhancing the quality of life for the families that live in Eastport Terrace and Harbour House.

Eastport Terrace and Harbour House

The Eastport neighborhood in Annapolis has undergone radical transformation since it was annexed into the City of Annapolis in 1951. One of the last vestiges of affordable housing in Eastport are the public housing properties Eastport Terrace and Harbour House. These two developments sit immediately adjacent to one another. Eastport Terrace was built in 1953 and consists of 15 two-level residential buildings with 84 townhouse-style family units. Harbour House was built in 1964 and consists of 12 three-level residential apartment buildings and 273 stacked-flats family units. The property is readily identifiable as public housing and has not undergone a comprehensive rehabilitation in six decades. While the properties are habitable, they are nearing the end of their serviceable use. 

CHOICE Annapolis

The City and HACA decided to pursue the Choice Neighborhoods program because it leverages significant public and private dollars to address struggling neighborhoods with distressed public or HUD-assisted housing through a comprehensive approach to neighborhood transformation. 

Local leaders, residents, and stakeholders, including public housing authorities, city, county, state, and federal government, , schools, police, local business owners, nonprofits, service providers, and private developers, come together to create and implement a comprehensive revitalization plan. The program transforms neighborhoods by revitalizing severely distressed public and assisted housing and catalyzing critical improvements in the neighborhood, including vacant property, housing, green space, businesses, services, and schools.

TIMELINE

The planning phase for CHOICE Annapolis is expected to take approximately 24 months to complete and will begin in March of 2022.
